Description:
On behalf of the Halsey Community Collaborative Compact (HC3), the City of Wood Village authored the grant application for technical assistance to the Department of Land Conservation and Development.  Wood Village will serve as the administrative management group for the engagement, contracting agency, and grant administrator.  The selected firm will work through the Executive Committee of the Halsey Community Collaborative Compact (HC3).

This work builds on the adopted Main Streets on Halsey plan framework that identifies the next steps needed to accomplish the adopted vision “neighborhoods connected by Halsey will prosper from improved mobility, access to growing economic opportunity, and new development and reinvestment that result in jobs and new housing.”  That next step, identified in the plan, is to complete an economic diversification study, specifically identifying business types that can be supported along the corridor and discretely by community, including the full range of development types in this segment of the corridor from Fairview’s mixed use to the downtown Troutdale Town Center, with the Wood Village Halsey and Town Center areas identified as opportunity sites.

This diversification evaluation will be joined by efforts to identify the branding identity of each of the corridor segments, recognizing the relationship between the potential business types and market segments and the themes or brands that can accompany such uses.  Recommendations on right of way improvements including furniture, lighting, trees, poles, and similar visual impacts will be included in the recommendations from the successful firm.

The final segment of this phase of the work is to complete an evaluation of the three zoning codes in each of the communities.  The product sought will provide recommendations to simplify, consolidate and make the three approaches as compatible as possible to enable development along Halsey Main Streets.
