Urban Renewal Development Grant Program
The Fairview Urban Renewal Agency is sponsoring a Development Grant Program (Program) to remove barriers that may discourage industrial, commercial, and residential mixed-use development in the urban renewal area and to encourage workforce and economic development. The purpose of the Program is to facilitate expansion and development of businesses and job growth in the City of Fairview to create a more vibrant economic landscape in the urban renewal area and to address potential environmental issues. Urban Renewal Utility System Development Charges (SDC) Program
The Fairview Urban Renewal Agency is sponsoring a Utility System Development Charges Assistance Program (Program) to encourage development in the urban renewal area through payment of Fairview Utility System Development Charges (SDCs) with urban renewal revenue. Specifically, the Program goals are to increase live-work facilities, owner-occupied housing, and senior/elderly housing, and commercial and industrial businesses in the urban renewal area. Columbia Cascade Enterprise Zone

The Enterprise Zone Program is a public / private partnership program which provides three-year to five-year property tax abatement on new investments, in exchange for meeting job creation and other requirements aimed at business creation. The program is a development tool to attract development, including higher wage jobs and higher capital investments within the zone boundary. Eligible business firms meeting the required criteria receive 100% property tax abatement on any new qualified investment within the zone boundary for three to five years.

Vertical Housing Program
In 2005, the Oregon Legislature passed legislation moving the Vertical Housing Program to Oregon Housing and Community Services (OHCS). The program encourages mixed-use commercial / residential developments in areas designated by communities through a partial property tax exemption. The City of Fairview adopted a resolution and areas designated as part of the City’s Vertical Housing Program in 2014. The exemption varies in accordance with the number of residential floors on a project with a maximum property tax exemption of 80 percent over 10 years.
